If you’d like any info or support in hosting your own streaming site, I can share what limited info I have and/or labor to spare to get you started. There’s lots of open source resources that could significantly reduce start up costs. Just a thought because I would be happy to help.
I imagine these bans are probably automated once something is flagged enough. Wouldn't be surprised if nobody on the vimeo staff ever actually reviewed the video. I can partly give that a pass due to the sheer man hours that kind of thing probably requires, though a better appeals process would be nice.
The folks I feel the real distaste for are the ones who do the flagging. Someone needs to put the rest of us out of their misery.

Some want to give you exorbitant amounts of money, and some react in extreme defensive fear. Ultimately, it's these media sites that are broken in that they can't handle this type of response.
